The 1819 Congress of Angostura agreed to unite what are now Colombia and Venezuela into a single state. By the 18th century, Spain was much weaker than it had been in the past. But it was the French Revolution that served as a catalyst to the Spanish-American wars of independence in the early 19th century. In Bolivar’s absence, Santander served as President of Gran Colombia. Bolivar was born into a wealthy Creole family in what is now Venezuela.
