The characters seemed to be multi-dimensional and had lives that intertwined with the plot, bringing a depth to the tale you don't often find.Sadly, the sequel failed to build on the same foundation. We do see several characters return, but their development and growth was stunted by a fragmented plot. Worse, multiple new characters are named and described, but receive almost no attention except as scene filler. N. While I developed that interest through comic books in my youth, I find that I am enjoying the long novel form for this genre.I really enjoyed "Rising Tide," so getting "Victory at Any Cost" was a guarantee. I'm glad I did.In my prior rev. "Great continuing" according to Jonathan. Before buying this I read a review that complained that there wasn't any development of old characters in this one. Just shallow introduction of new characters and passing notice of old ones. Honestly I wonder if this was the same book that they commented on.
